That's something you should do during EA, but not at full release. Most of the playerbase expect this game to be a PVE game now and balancing it around pvp will defintly lower the quality for pve. Check games where both is possible like ARK as example.
PvP is still an option and you will find servers with this enabled, but don't epxect it will ever be focused on.
In my opinion, for PvP to be fair and balanced, they would need to remove most of the RPG-centric character progression. There is too much disparity between a newly spawned player and a player who has dozens of hours on the server gearing up and increasing in HP and Stamina and perk benefits. There is no zoning to force players to only compete against others of similar power. Alpha 10 was the last version that had zero RPG elements involved.
