You can look at it like this, rather than time spent mining and refining the shale into gas at the chem station, you can do a tier 5 or 6 in the same time and get a lot of tokens to buy a stack of gas etc.
But honestly, I just do what I said above personally.
There is some oil shale in some poi's like "Clunky Oil Company COC", also there is some gas there, maybe keep an eye out for it

I like the concept of a wasteland only map. I'm currently working on a desert world map. One of the things to be dealt with in those scenarios is balancing resources. If you do any modding, it's not that difficult to add oil shale to the wasteland biome. You could also go developer mode one time and add in some oil shale blocks in various places.
For future maps, you could use the Editor to create a custom POI that contains oil shale blocks, and add it to your map. Beyond that, the suggestions already offered in this thread are going to be your best bet for finding gasoline and shale.
