Do bookstores respawn ?
It seems my bookstores are not re-spawning. Other loot containers like mailboxes and such are re-spawning just fine.

Do you need to completely clear an area of all loot and zombies before it re-spawns?

Bookcases with loose books (the ones where visible books get "removed" when you loot them) or loose books lying around don't respawn unless you reset the POI with quest.

Only the container versions do respawn books over time (mailboxes , news stands , simple cubic bookcases with flat texture of books slapped on them)

Thanks for the reply. I was hoping you might answer a couple of more questions. Does a single quest reset the POI or do I need to do multiple quests? How long do I wait from completing the quest until the POI resets?

Basically anything that has an "closed->open" or "full->empty" 3D model or just simply "disappears" after looting will have to be reset by a quest marker ONLY. Cupboards, toilets, water dispensers, beverage coolers, loot chests, etc. are some containers that will respawn loot again after some time (~7 days usually).

It's not always 100%, but generally when I can see sleeper zombies spawning in to a POI I've looted already, it means the loot should have respawned once again in those respawn-able containers (main loot chest, for example).

If you need to, make a note of the tier level of the bookstore you're wanting to respawn. Go to the nearest trader that gives quests in that area, and check for a quest for that store in his quest list at the proper tier. So, tier 2 bookstore, check tier 2 quests. If he doesn't have one, and you're in a solo game, log out and back in and his quest list should have reset. It's a bit cheesy, but works.

Thanks for that tip. My only problem is that I have no idea how to check the tier level of a building, my ui only seems to show the name of the building in the top right corner but no other information. Can you tell me how to go about determining a buildings level, please?

Generally the skull levels that are in red denote the difficulty/tier of the POI. Orange skulls is the biome's difficulty.

If you're not seeing them on the UI and you're not colorblind/deuteranopia, you must have a UI mod preventing them from showing up (for example, "AGF HUD PLUS" removes the indicator by default in their latest version).

Sometimes there are POIs with no tiers in the game, but they're either quite run-down and don't have much to loot inside them or it's just an open area (like a campground).

Some overhaul mods specifically remove that skull feature so you may not be able to tell exactly what tier a particular POI may be. Long time players may be able to help you figure it out, though, if you give us a description of the place.
