To craft them you first need to learn the recipes from Needle & Thread books.
(Issue 6 has the Puffer Coat recipe which has pretty good cold resist)
Coffee is not too hard to find or make.
You can also make and use a torch for heat but you can only equip 1 item at a time.

You could also put points into "Well Insulated" perk, but it's honestly a waste of points in many players eyes, including mine.
But in all seriousness, the detriment of being "cold" is just an increased hunger consumption rate, so as long as you can cook the vast abundance of raw meat you can get from the mountain lions, bears, and wolves you've clobbered into Grilled Meat or Bacon & Eggs, you'll be fine in the snow biome.
