Why do I need to use big picture mode in order to type on my keyboard?

I like to play this game with a controller. But I also like to type to the other people in game using my keyboard. It used to be that I could move between the two seamlessly. But not anymore.

Every time I go to press "T' to use chat after having just moved using my controller I get a red text at the bottom of my screen telling me I must "activate big picture mode in order to access the keyboard." Why? It wasn't always like this. I used to be able to not get red text every time I went to go use chat. There is a work around that I use by pressing the "escape" key and then clicking resume. But that's just an unnecessary step I shouldn't have to take just to say "Welcome to the server new person!" in chat.

Has anyone else experienced this issue? And if so, how did you solve it? Big picture mode does not add anything to my experience and I'd like to get it back to being uninvolved when I play this game.
