Regardless, I actually tried investing into Penetrator for the first time on my current playthrough as well as long rifles. I'm unsure how much of a benefit it is, but my sniper rifle is a beast. Four points into rifles and three into Penetrator and I'm two shotting feral bikers on insane difficulty. Still need to craft some more AP rounds so I can actually make use out of the perk. I tried them out on horde night, and they do really well, but not nearly as well as my shotgun.
It means that you use the higher value for ignoring armour when using a weapon that inherently reduces target armour, anyway.
Spears,steel arrows, and any firearm using AP ammo, basically.
So when using firearms or archery but 'not AP stuff' you get the lower value (10%/!5%/15%/20%).
If you're using a melee weapon that isn't a spear, you get no benefit at all.
When using 'AP stuff' you get the higher value (20%/30%/40%/50%) which gets added to the inherent armour penetration value of the base weapon/ammo.
This means that fully perked and using AP ammo or a steel spear, you completely ignore armour.
