you need the forge ahead magazines. It takes 5 for the forge and 10 for the bench. You find them in old broken workstations, bookshelves, mailboxes. Sometimes you can find them at the trader. Theres always a couple in the broken workstations at the trader compound. That's the most reliable spot.

Also, the probability of finding various magazines increases with the perks you have. If you take the engineering perks or the lockpicking perks, the probability of finding the forge books, via loot drops, increases.
