add skill points?
I don't want to level up, just want to add skill points

Not sure the specifics here. If you are playing a private game, just turn on creative mode. In that menu you should find level up books and well as magazines.

I mean skill points to actually spend, I leveled up and forgot to spend my skill points so they just vanished and didn't transfer between levels

if that happened it was a bug. You can normally save them as long as you want. Try what i said to get points. search books. Maybe click the dev search icon

I've never heard of a bug like that either except when a character is basically reset and loses all progression. Maybe you are confused with how the points are earned?

Anyway, it's possible to get extra skill points with modding, or there is a built in test quest you can use. If you type "givequest test_turnin2" in the console, no quotes, you will activate a quest to talk to a trader. When you do you will be offered some rewards, one of which is 5 skill points.
