I'm quite curious on this one. I don't necessarily see myself mining because I hate being underground in this game if I can help it.

perk says it applies itself to terrain blocks, but I'm wondering if the effects you get from it also applies to environmental blocks like building walls and floors, etc.

but those would be considered building blocks, right? then it shouldn't apply, or am I mistaken?

I question this because miner 69er also affects walls and floors with the correct tools used, like auger/chainsaw/axe/etc.

basically I want to know if the perk is solely dedicated to JUST mining or any form of salvaging from iron/concrete/wood walls/blocks as well before I consider putting points into it. thank you in advance.

It doesn't.

The difference is in what the perk effects.

Miner 69er affects the damage done by the tool; Not the damage the block takes from the tool. So it still works against buildings and stuff, because the buff is to the tool itself.

Motherlode affects the reward from the specified block types; So it's effect only applies to the mentioned block types (Ore, Stone, Terrain blocks, Trees) when using any specified tool (axe, pickaxe, shovel, chainsaw, auger).

that's a more clear way of looking at it. thank you.
I also find mining and digging very boring but I think that perks like Motherlode, Miner69er, and Salvage Operations are always worthwhile because they either speed up harvesting and/or increase your yield per "swing." They're even more important if you are playing a low loot game (loot 25%, no loot respawn, no airdrops) since you will end up crafting more, and thus scavenging more often, because you won't be getting a huge amount of loot.
A slight branch off of the direct topic, you said you hate being underground, Personally I do strip mining, it yields a lot of extra stone and clay. Later on I collapse the dirt rather than dig it all out but this way you are not underground as in a cave it also yields quite a bit of stone
