What you have to do is find surface gravel (which will be next to surface boulders) and dig it out at least one block. If there are any resources (ore) underground, it will be indicated in the gravel. Follow the vein into the ground and you should find the specific resource that was in the gravel. Once underground, look for large pockets of gravel and dig them out with your shovel. The ore will be around that gravel.

I have not had any difficulty. It just takes a moment of effort, which people don't like to do. It is much easier to not try and whine that you have to work for what you want.
Mining now is so lucrative. I can go out on a moments notice and find whatever ore I need and come back with 10's of thousands upon thousands of units without even having to dig anymore than 20 blocks down and usually find the first vein less than 10. Of course, having all the perks up that affect mining is a big boost. Iron especially, since it's everywhere, there's no problem going out and bringing back 100k units of iron in just a few game hours.
I think it's just not knowing exactly how to follow the gravel. I usually test a group of surface gravel patches for the ore I'm looking for. Start digging down on any one of them. I believe this next thing might be a deterrent. I usually hit a layer of solid stone about 5 or so blocks down. After digging around in an expanding radius, there is still this floor of stone. But if you keep shoveling the gravel pockets around the perimeter of this stone area you will get an opening that starts to go below this stone barrier. That's when the vein starts to appear and can be exposed with a vengeance. Then it usually yields so much that you end up with a giant convoluted cavern that could end up 20 or more blocks down til you deplete all the ore color. That's where you might need to shore up in places with frames to avoid a major collapse. If there is a lot of stone intertwined with the ore, then it can maintain a pretty good structure without supports to a point. In the desert digging for oil shale, the sand is super prone to collapse. I think the lead veins are particularly beautiful. Occasionally, you'll hit some gold and silver, maybe diamond (I haven't seen diamond yet) as a bonus.
Some of them may not be trying very hard, but I think the larger problem is they don't understand the correct process for finding the ore that they're looking for. If you read through all of the posts here, several of us have given detailed instructions on how to find the ore that they are looking for. If they follow the instructions, they will find ore.
For example, the very first mine that I dug in Alpha 17.1 Stable... I found three different resources: iron ore, nitrate, and lead. The nitrate and lead were just lucky finds because I was just looking for iron ore at the time. But, the original iron ore vein was discovered on the surface by digging out a patch of gravel, and finding iron ore in that gravel. Please be aware, you aren't going to find ore every time you sample gravel on the surface. If there are 10 patches of gravel next to boulders on the surface, you may have to sample all 10 patches before finding ore in the 10th patch. The other nine patches may have nothing but gravel in them.
