how do you repair vehicles??

I have tried the repair axe, i have tried teh repair options after holding E but nothing works? what am i doing wrong?

Hold "e" to make more options show, select the steering wheel one. Click repair in the menu that pops up OR select the wrench in the same radial menu from before. You'll need repair kits. Done

ahhh thats what i am missing then, repair kits, i was holding metals, and all the stuff plus extra items for the vehicle but nothing worked. never occured to me for repair kits since it just makes a tink sound when trying to repair and does not say what is missing or required.
