Blood Moon Count, as it explains when you mouse over it in the menu, is how many Blood Moon zombies are alive at any one time per player; If you set it to 4, then only 4 will be alive at any time, and if you kill one, one will respawn.

Just to correct before things go to ♥♥♥♥ for you; like Shurenai said, the 'Blood Moon Count' setting within the world options ONLY determines how many zombies you get AT A TIME, ie. it's how many zombies you will have coming at you at any given time, during the blood moon.
The TOTAL number of zombies that spawn during a blood moon depends on your gamestage. That's not related to the 'Blood Moon Count' setting.

If you want to see less zombies - you need a mod that reduces the max total amount of zombies. The said value also overrides the bloodmoon zombie count. I keep it at 20 so I won't lag out every now and then.
I understand the Blood Moon count, but if you have your game set to no enemies spawning, does that include the blood moon? I enjoy the scavenging and building aspects of the game mostly, but I like a bit of the zombie stuff too, so having a set number of zombies spawning periodically would be pretty neat imho.
In your case, what I'd do (unless you wanna go into modding) is exit the game just before a Blood Moon is about to start (at 22.00/10pm) and turn the enemy spawning on.
Then, after the horde night is finished -meaning the next MORNING, NOT only after the horde zombies have stopped coming- just turn enemy spawning off again. This does potentially mean that you might have some 'regular' spawns elsewhere during the night as well, so prepare to clean those up as you continue.
