cement made in forge. You make cement mix in the cement mixer.

Cement is made in the forge, Cement mixer is for mixing the cement into concrete.

FWIW, use a shovel, any type, to loot bags of cement on pallets for cement and the blue tarp wrapped big nodes for cobblestones. Both are almost in all house poi. I think it`s still a thing.
