Server Tools : Need help with public waypoints

I have Server Tools installed. I've enabled public waypoints and regular waypoints. I created the public waypoints in the XML file. When I type "/wp" into chat it LISTS the waypoints, but typing the name of the waypoint after wp does nothing. There is no response in game chat or on the server console. What am I doing wrong?
