For robotic parts, you can either buy or loot robotic parts or low level robotic turrets and robotic sledges.
You can scrap the lowbie robotic stuff for parts.
The problem you face is an aspect of the "gated" loot and "gated" gear tiers.
The better the loot, the higher level required for a player to "find" it. So even though you might spend all your points on Int skills to be able to craft turrets, the game still considers you unworthy to actually own any of them. To enforce this limitation, much of the better gear requires dedicated "parts" to craft new items. (Unlike previous versions, where learning a skill allowed you to make items out of normal resources.)
The end result is what you describe. In previous Alphas, the best option was to buy QL1 low level items, and scrap them. Parts, when available were more expensive (in the quantity needed). A20 removed this option, as well as raising prices of parts to silly levels, by simply removing QL1 weapons from generating for sale at a trader.
Currently, in A20, there is no legitimate way (that I know of) to gain access to items like turrets, until the Pimps decide you are worthy. This can impact your gameplay as it makes little sense to buy perks to craft items until you actually start finding parts / those items in loot or at the traders.
