If I grind quests at one trader, will I have to start from tier 1 again if I move close to another trader in another town?

they changed it so traders wouldnt be sending you across the map as much for quests so they are now in sections

If you find more than one trader of the same name, those traders will share your active quest tier level. For example, you've been working hard for Trader Jen and you are up to Tier 3 quests. You've stumbled across another Trader Jen, a few kilometers away, and she, too, will offer you Tier 3 quests even though you just met.

This, Can confirm, I have 2 Traders Hughs in my current game and found the second Hugh like 20 days in and was able to pick up quests at the level / Tier my Hugh1 was..

Currently working on the other traders to level up the quest Tiers with them
