And if you don't have a gyro you can use ladders.

I had a treasure that was underwater... i had to swim down, dig a bit, then swim back up for air and repeat until i found it!

Frames and a door. Lots of frames.
Build 3 frames high in the zone, lift 2 frames, pop in the door, open door, enter close door, lift frames to hollow out your dandy wooden igloo under the sea. Dig.

hay bales may help.... it soaks up the water I believe....
but unsure how many required or what exact effect they will have.
