Do windows still let weather effect in? (ex. cold, heat, precipitation)

Cold and heat, I don't believe so (not 100% on that.) For precipitation.....yeah...that's kind of bugged. Sometimes I get precipitation (rain) inside of my buildings. Technically, a window is a building block just like an upgraded wood frame or cobblestone block. It's just a different style and composition......so you can see through it. It shouldn't be letting rain through but, sometimes it does.

yah I like having windows so I can light my base during the day naturally(when I electrify my base I have the lights on a timer to only run from sunset to sunrise) and be able see what's happening outside but in certain biomes(snow and desert) I'll be fine until I wander near a window and then it's like I've just stepped outside and am roasting/freezing which shouldn't be happening in a sealed(more or less) environment
