I remember this game had somewhere about stack bullets when your chest is pretty full and if you somehow get converted to smaller stacks

You can't take individual bullets and craft them into a stack. There ARE stacks of bullets (they are actually labeled "box of ... ammo", not "stack") which each contain 100 bullets and the boxes stack to 5, so you can have 500 bullets in an inventory slot instead of 150. These boxes are crafted out of the base ingredients, however, not the completed bullets. If the bullets are already bullets and not just bullet tips and casings and gunpowder, it's too late to box them up.

The box recipes are unlocked by the book series like sniper, magnum enforcer, etc. Once you've read all 7 books in the appropriate series you can craft the boxes.

Just go search a mod to up stack number of items/blocks...

My answer should still apply even if you mod your game. Maybe you meant that mods could make the process easier, which is true of just about any part of the game if easy mode is what you want.
