Make sure creative mode is enabled on your game and be in flight mode when you get in the vehicle (this will not let the vehicle fly if it couldn't already).
No idea why but there seems to be a bug that will keep you in your first person view while on the vehicle.
It is without question a bug and I have no idea if anything will go wrong doing it this way as I find it annoying and make a point to not do it.
in the mod folder are those two files and what else does this mod need that it works for example 7D2D Mod Launcher
C:\Program Files (x86)\Steam\steamapps\common\7 Days To Die\Mods\Ragsy_Vehicles_First_Person_View\ModInfo.xml
Where there is also a "Config/vehicles.xml" inside Ragsy_Vehicles_First_Person_View
This should still load if you're using game version a18 or a19.
To test: start up a fresh game (with no other mods) with "creative mode" turned on, give yourself a bicycle, get on the bicycle. it should be first person view.
If this is not working, then either the mod recently broke, or its not loading. To check if its loading you can look into the game log. Go into:
C:\Program Files (x86)\Steam\steamapps\common\7 Days To Die\7DaysToDie_Data
and looks for files that look like this: output_log__2021-09-02__23-40-01.txt
choose the file with the date __ time that is when you just ran the game. In it you should see the mods loading or errors from them. Look for a line that has this to get an idea when mods start loading:
[MODS]
For example, if you have the Mods folder not in the correct location, and no mods are loading, you will get this message:
2021-09-02T23:40:10 7.019 INF [MODS] No mods folder found
