As long as it's got internet access for Steam authentication, sure.

A friend of mine recently pointed me at a project on GitLab that supposedly can help if you want to do a non-internet LAN game of games that require steam for authentication. I have not tried it and cannot endorse it, but might be worth investigating if you have the need.

Good luck, I would be interested in hearing back if this works or not for you.

Same. Since the events of this year and network congestion my connection to Steam servers has been spotty and I'm constantly getting disconnected from my own LAN server due to losing connection to Steam.

Yeah, I've always supported offline LAN play. I'm from an era when we would strap our CPU tower to the back of our motorcycle and head over to a friends house and play Doom or Quake at LAN parties. No internet was ever required.

I understand the reasoning behind Steam Authentication for MP and dedicated servers, but there should still always be an offline LAN version.

I'm sorry that didn't seem to work for you. Could you say any more about what went wrong? Did the Goldberg software just fail to run, or was it difficult/confusing to set up, or did it seem to run but 7dtd still wouldn't work? Something else?

This line from the alpha 19 patch notes might be of interest to anyone attempting to do LAN stuff:

"Added a note about port ranges for servers to show up on the LAN tab of the server browser to the serverconfig.xml template"

I do not know what the upcoming note says, but the mere fact that it exists is a clue. :)

It's basically always been this way, it just was never noted in the config.

Here is what it looks like.
<property name="ServerPort" value="26900"/> <!-- Port you want the server to listen on. Keep it in the ranges 26900 to 26905 or 27015 to 27020 if you want PCs on the same LAN to find it as a LAN server. -->
So if you're like me, and are running 10 7 Days servers locally, only two will ever be able to be visible on the local LAN.

26900 is the default port. Server uses up to 26903 in the range. So the next possible port range for a server is 26904-26907, which falls outside of the visible range for that group.
27015-27020 are ports commonly used in other steam games.

Thanks! I thought it was something of that ilk, but did not expect the range to be so narrow. :)
