You however can wear a specific kind of goggles to boost one of your main stats from 9-10 instead of buying that stat up that final time, and effectively have every skill maxed. Likewise with a cigar which gives +1 strength.
Besides, Functionally speaking, part of your completionist kit is to include permanant stat buffs such as the glasses or cigar into the equation. You never need to take them off and they never break, Win win.
But what if the devs decided to give 5 skill points for the tutorial? 5 Points seems like a cleaner number than 4.
So, as of recent updates, yes, you can indeed have every skill maxed without relying on gear or anything.
