Being satiated longer isn't technically the same as having slower food/drink decay though, but it's pretty similar in function. How fast you burn through food and drink depends on how much strenuous activity you perform, so if you don't do much you don't need nearly as much food/drink (even without the skill) as when you're constantly working, fighting, running, etc.. Having your sustenance drain at 90% of its normal rate isn't necessarily being satiated 10% longer, I don't think, but it's close enough you could look at it that way.
That said, Mineral Water or Red Tea that give efficient digestion buff will have their buff time extended, so you can use those to extend your food out even further if you like.
Personally, I like Iron Gun because over a day I can take 3 Blackstrap coffee in the cold or 2 yucca smoothies in the desert, and basically be immune to weather and always have a stamina boost.
