Debug and spawn menu are simple...
F1 for console
Type:
dm
There, debug mode is on
Among the various things you can do with debug mode turned on is F6 to open the spawn menu. Simply click the button for Trader Joel (or trader whoever)
Settings at the top: dynamic for temporary, static for permanent. "look at you" to have him face you when you spawn him. Push them around by walking into them

If you spawn one in the wrong place you will need alocs mod with coppis additions to removeentity a static spawned trader
Until everyone leaves the region and the chunk it was spawned in is no longer being tracked as active by the server
Everytime you get close to the trader base he teleports you away
They bug out if people build or transform land near them
Two ways to fix:
1. Delete the region file they were in (this will reset the region, a 512x512 area, back to defaults removing anything in that region)
2. Spawn in a new trader into the traders zone
Depending on what type of game you have running:
a) single/multi normal hosted game you can use god mode (Q) fly into the broken trade zone and perma spawn in a new trader. This will fix the area
b) a dedicated server ~ you won't be able to god mode into the trade zone ~ so, stand at the very edge of the trade zone and spawn in a DYNAMIC (TEMPORARY) trader inside the trade zone (anywhere). Now walk to where you want the real trader to be: spawn in a STATIC (permanent) trader where you want him to remain
Once a trader exists you can use a trade zone, just be sure you are static/dynamic depending on what you are trying to accomplish
If you spawn statics in locations where you do not want them you will need allocs mocs with coppis additions to use removeentity (in console) to get rid of a static trader. The vanilla game will not remove them

Change the settings at the top from dynamic to static
Use "look at you" if you want to place with some precision, and after that you can push him around a bit if you didn't line him up perfectly

Because it's a visually busy menu with too many buttons. I didn't notice it either until I asked and someone pointed it out to me too
Plus it's not common terminology: "dynamic" "static"
Until you test it, you'd be guessing what the change means.My first guess would have been dynamic for "moving" zombies and "static" for non-moving corpses/posed. At a glance it doesn't instantly translate to "temporary" and "permament" though once you've used them it's synonomous enough to remember
agreed they could have both designed it better and used more common terms.
