Pick your poison; Ones heavier, has more penatlies to stamina, move speed and such in return for more armor rating, other is lighter, and less penalties, but less armor too.

With a set of customized fittings
90% damage reduction and you are a bit slower
Or 70% damage reduction and you are a tiny bit slower than base speed.
You are also LOUD in heavy armor so stealth is pointless.

Last time i checked Custom fittings and Muffled connectors could not both be installed, it could have changed with 17.4. Unsure on that one.
Might be enough combined with stealth perks, but your far better off with light armor if you favor stealth.
Being loud as hell in Heavy armor can be nice, wake em all up so little worry of being surprised=P
