As far as PC specs go, that would be fine running Debian/Mint/Ubuntu and LGSM. The issue is going to be your connection speed. For a dedicated server you will want a minimum of 10Mbps upload. I mean you can probably get away with 5Mbps if you only have a few players and they aren't all downloading the map at the same time. If it's just your group of 3.5 people I'd recommend 7Mbps based on experience. That's just upload bandwidth. Download will naturally be higher than that.
