If that's not it... I'd suspect a corrupt keyboard driver. You could open 'Device Manager' and uninstall the keyboard. Then do a restart of the PC. That'll force Windows to re-detect the keyboard and install the correct driver. This 'should' fix the corruption for the previous driver installation.
Also, run 'Command Prompt' as 'Administrator' and at the DOS prompt type:
SFC /scannow
hit enter.
It'll look for corruption in some system files and try to fix it. Once it's done, EXIT command prompt and then restart the PC. Repeat the SFC /scannow command to double check and be sure system files are fixed. If it does find more corruption, be sure to restart the PC afterward and repeat process till it comes back with no file corruption found. Then test game again.
