Yes - All the info for your beginning character can be copied over. This is mainly going to be appearance.
No - There is no character file that I know of. Only the character data in the save, which I don't think can be extracted. So no skill list or experience.
I don't see many players wanting to transfer characters. If players really want to do that, they'll creative mode drop the books/experience/other to make a new character the skill level they want.
I don't know what you mean by "modifying" character files, but it is possible to move a character from one game to another. You have to copy the Player folder that you want into the World folder for the game you want the character in. The Player folder is found in
where "world folder" is the map name, and "game folder" is the name you gave to the game.
I have done this with games that use the same map. For instance, I take a character from the Navezgane map (with all of that character's traits and items in the backpack) and put that character into another game that uses the same (Navezgane) map. I don't know if it's possible to move from one map to another.
Sometimes there will be unexpected glitches, like missing items, or extra items showing up in the backpack that weren't there before, but for the most part I've had little problem doing this. As the usual warning goes, make a backup copy of your game and player folders before you try this.
Note that there are three files in the Player folder, with extensions .map, .ttp, and .bak. I THINK the .map file contains the explored areas of the map and all saved waypoints. If you wanted, you could probably move only the .ttp and .bak files. Again, make backups of anything that you don't want to lose before trying this.
As far as moving a Player folder into a new version of the game - I've never tried it, and I don't know if it would be possible. It would be an interesting experiment. Since the game allows one to install multiple versions, it would be possible for one to try this out. I have Alpha 19, 20, and 21 installed; if I get some time, I might give it a try.

Moving a character from Alpha 21 map into a new Alpha 21 map should work with the only risk of appearing high in the sky or underground or in a wall. I haven't tried this yet, but figured maybe someone else had all the steps worked out already.
Moving a character from Alpha 21 into the new official 1.0 version on a different map will definitely be a big challenge due to the many changes, but I have a theory. If a new character is started on the new official 1.0 version and then editing the files of the new character to bring over different sections of the old character file to determine what works and what doesn't work.
The modders familiar with the character files would have greater success.
If you are using any mods that add skills, custom items, etc. it will probably break your character unless moving to a new world with the same mods.
This won't work for A21 to 1.0. It has new skills, items, etc. Just recreate your character with debug mode once you find out the new skills, etc.

The procedure I outlined above no longer worked in 1.0. I haven't tried it in 1.1 but I'm doubtful that it will now work again. There was another topic on this subject recently where someone reported moving a number of other files over also and said that it worked. I haven't tried that either.
