When I said player actions is for example a breakable wall, you see is a trap, but you break it first and killed all the zeds inside, not letting the trigger turns on, and not summoning a wave.
If it continues to not spawn, there is another solution, maybe you missed something, turn on creative mode and check with noclip if you cleared all.
And if all fail, open console and use this command: "killall" without quotes.

army or hazmat zombies in the towers and the gateway.
misc zombies in the comms room.
button press spawns 1-2 spider zombies through the ceiling, opens the gate and spawns many army zombies at the military stockpile.
jumping over the stockpile there's zombies in all the tents of the next fenced area.
army and hazmat zombies in both military tents, the showers, on top of the showers.
spider zombies in both back towers. sometimes they jump outside the walls.
press the buttons in either or both back towers to open the tunnel segment. there is crawlers, hazmat, spider and military zombies and the stash. one spider zombie tends to get stuck in the wall sometimes.
hope that helps, but there aren't really any spawn triggers I've noticed to break. I usually get into the tunnels from the back left side and haven't had any issues in my 3 runs of that POI
