Report a translation problem
The only time the cursor can leave/wander over to monitor 1 is if I'm in a menu (inventory, crafting) or in the ESC or main settings menus. Otherwise it's locked to the center aim cursor (so this includes during combat). eg, to mouse over to monitor 1 for something I'd have to hit Tab or ESC to bring up menus first. (M/KB, not controller).
I do play in 4k with a smallish scale UI (.xml tweaked, not default settings) tho, so stuff like inventory/skill menus are much smaller/center screened in a way that my cursor never gets near the screen edge by "accident" when craft/inventory/storage menu-ing.
When you say fullscreen, are you picking the Exclusive option/does it happen using that one? I don't use that one. I think "Fullscreen" may be borderless window. Could be wrong tho.
