also you can try turning off the High Quality lighting.
also trun off the AA and try messing with the imaging effects if you have not tired that
Thank you Valyn, I had stumbled across this quite a few times in the last couple of days. I had also tried it at one point. Unfortunately this is not my issue, although it is a cool mod :)
Thanks Jaga, I have tried to shut off anything to do with antialiasing, as I know that does typically cause the flickering. I have tried disabling each AA function one at a time. This did not correct the issue either. In fact, when I disable all AA it gets much worse. Oddly enough, when I max all AA settings out is when it is at its least.
I very much appreciate the help, but I seem to be in quite the pickle here.
I do not have both on at the same time, I have tried with them both off, and still have the problem. In fact, I have set all video settings in game and on the nvidia control panel to the absolute minimum settings... no dice. I am a big gamer, and have 30+ games... none have this issue except 7dtd.
I do have the latest nvidia driver (I tried the absolute latest beta, but I run the latest stable). I have .net framwork (4.5.1). I don't see how an older version of that would make any difference with this issue. I also have the MS C++ runtimes x86 and x64 for 2005, 2008, & 2010 all installed. I also just recently uninstalled the game completly and reinstalled. Still a no go.

For those that might stumble upon this issue/thread, I have a gigabyte motherboard which has a Easy Tuner program which I commonly use to watch temps. Appearantly I had selected the easy overclock #1 without knowing. Once corrected, the issue went away and all graphics are back to normal. In summary, if you have this issue and you are currently overclocking, you may want to do some more tweaking :)
