Have you tried disabling SLI?
Looking at your output_log file I can't find anything wrong. Did you copy and paste that after the game crashed? As it creates a new log file everytime you launch the game.
Are you able to launch the game without EAC?
Have you made any recent hardware changes since the problem started?
Looking at your setup the only thing I can think of is SLI or EAC issue. Strange none the less.
Also, the game by default runs in DX9 mode on Windows unless forced. Try forcing opengl render in your steams launch options for 7DTD and add the command -force-opengl (no space).
Wouldn't hurt to try reinstalling DirectX.

That's normal. The game prechaches memory as soon as you launch the game, and I just tested this to make sure as my game sits at around 2GB when loading.

No worries, it was probably overdue anyway. If this problem happens again, it will be easier to pin down the cause.
To recap: I tried everything (everything that I could find online, anyway) from deleting all files and registry entries (clean reinstall of the program, and drivers), to running in different compatibility modes/administrator rights, etc which did not fix the problem.
You may not like this, but I backed up all my files, and I zeroed the hard drive, which is when you erase, or reformat your hard drive and reinstall all programs and graphics drivers. If you're running windows 10, there's a handy option for this under "recovery" in "update and security", which is in the "settings" menu. **Be advised that this process will take some time (over four hours in my case [2TB HD]).** There's also an option to perform this reset while preserving your personal files, if you don't have an external to back up on. I haven't eliminated the possibility that a config file somewhere may have been causing the issue or contributing to it, so I just went ahead and nuked it. In fact, this was the first reinstallation that I performed since building this system over a year ago, and with all of the different versions of everything and random programs that had been installed, this is definitely possible.
If you're running an older build of windows, you'll need to access your recovery partition from the BIOS, which you should be able to do by pressing a manufacturer specific function key http://www.pcadvisor.co.uk/how-to/laptop/factory-reset-laptop-image-3462995/ before the system splash screen goes away. If you have physical installation media (cdrom/jumpdrive), then use that.
TLDR - The problem was with my system, not the game. Erasure of the hard drive, followed by a clean reinstall of the OS, all drivers and programs fixed my issue. This may not be a bad idea anyway, if you're having other anomalous performance issues.
I hope this helps you. I'll keep doing some research, and if I find a less heavy-handed solution, I will post it in this thread.
