First, you can not overlap Land Claim Blocks, even in Multiplayer.
You "should" be able to manipulate the base (including picking up your workstations), but
only if you and friend have allied with each other (and the other one confirms the request).
If they haven't played for a while, the friend/ally request may have expired.
Your choices are:
* Destroy his Land Claim Block, and place your own (easiest)
* Wait for his Land Claim Block to Expire (the duration depends on the server settings)
* Get his worthless butt back into the game to re-confirm your party allegiance again.
And, Test it while you still have his attention...
