Bullets are kinda special, they require the 9/10/7.62 recipes aswell to craft.
However you should see you can craft casings & tips in your forge.
(leather armor is kinda the same deal, you can bash black sofas to get leather to craft recipes you learned, but unless you find the leatherworking book you cannot salvage the armor you crafted).
2)
If you are reading the recipes straight from the containers where you found/stash them, stop that. Instead put the recipe in your hotbar, select it and "eat" it. Some people have reported using from your inventory works but better safe than sorry I'd say and do it manually.
Same goes for food, antibiotics, blood draw kits, fluids, first aid kits, anything really. Do NOT use stuff from containers.
Ammunition nation book does NOT teach you to combie the bullet+gun powder+casing to a bullet, for that you need a schematic for that specific caliber, same goes for shotgun shells.
You can however start to melt down brass & lead to make the parts for future use.
