Ask her to check her game general settings, make sure auto share and auto accept quests is enabled?

Otherwise, hit O to open the quests menu, and just share it via the menu.
That person would have had to deliberately toggle it to off, it's not a bad suggestion to check it by any means, but entirely unlikely that anyone would cognitively see that option and choose to disable it, and then act completely confused as to why, or how it could possibly be that they can't do quests with friends.
Wasn't trying to discredit your suggestion in any way, double checking that setting is a good idea when faced with this issue, but it just seems so unlikely. I suppose you really can't put anything past anyone though lol
