Happened with Minotaur Theater as well.
If isn't triggering for you, Id mostly ask if its base game or any mods. I have some mods installed, nothing to much really. I was also on a RWG 8k map. The mods I have installed are just quality of life ones I prefer. Extra land claims, small stack size adjustment mod, and 60 slot backpack. Also use GNS beautiful bases mod for just aesthetics of fleshing out a base with my wife on our games.
I can also say, diff armor sets or setups will really change how you can play. started out using mix of armor I chose for their buffs. Now been running assassin set as I'd already spec'd into AGI heavier and it is almost to easy. Sneak from that set is WAY OP. Honestly it needs toning down lol. It also trivializes the trigger/ambush points. As you can just step around a corner and then go into sneak and nearly instantly stop them from chasing you. This is harder with feral sense on, but still works as it really breaks their AI bad.
There are also old bugged poi's like the oddiggy building, or whatever that is called, that is just broken.
Besides having increased massively in difficulty compared to their tier 5 counterparts, there seem to be problems with triggering way to large groups of zombies at once and zombies loading in just before you approach. Even with maxed out stealth these issue of triggering multiple groups all at once exist (although only sometimes). Maybe they were a bit rushed about completing these 2 PoIs.
I just got a similar issue in Grover High (T6) when the last spawn was indicated by a yellow dot.
I could however not get it to spawn or find it. It was one of the drop down zombies above the gym and the ceiling was broken at that location. Went godmode and killall to no effect. So there can definitely be an issue with spawns.
(Edit: But I also completed it fully before in T5 so it is possible)
I recommend to do any quest in the let's say proposed way. There is always a way trough any poi where do you don't need to break trough anything, no doors, no walls, nothing.
As soon as you need to break anything except the storage boxes at the end you could miss something. If you destroy something important like a hatch or gate you should actually trigger with a button you could even break the poi.
Groov High starts at the Roof and you go downstairs.
I think, either some zombies are despawning (actual bug, so have to wait for devs), or there is a trigger point I am somehow missing despite following the path.
Side Note: There is a lower level POI that has a group of zombies that don't appear in the final room unless you drop down from the roof to a specific location that caused me some grief a few years ago, hence my wondering if it is just a trigger point I am missing.
That's really the only thing I can think of.
