Running Install Script error

I've tried running the game from both Steam and from Desktop, and it just gives me a "Running Install Script (Microsoft VC Redistributable) but doesn't actually do anything. I've waited several minutes each time and nothing seems to be happening.

> uninstalled all Microsoft Visual C++ Redistributables from my PC and installed the latest one from Microsoft's website
> restarted PC plenty of times
> ran Microsoft Troubleshooter to make sure everything was uninstalled/installed properly
> made sure to change game Properties > Betas > latest experimental and downloaded/installed the latest game update files
> Disabled Riot Vanguard
> No AV installed (Only use Windows Defender)
> Checked for PC updates and it's fully up-to-date at time of post

ANY help would be appreciated to get the game working for me so I can start playing.

CPU: Intel i9-14900KF
RAM: 64GB DDR5 6000Mhz
GPU: Gigabyte RTX 4090
MOBO: MSI Z790 Gaming Plus
STORAGE: 4TB 990 Pro (about 2.5TB FREE at time of post)

Hello.
I have the i9-14900KF chipset, also, which is known for having crashing issues.
I have the exact same issue with the game loading -stuck on 'Running Install Script...'.

I get the game to load by hitting the Task Manager (Ctrl+Alt+Del), then finding 'Setup Installer (32 bit)' and ending the task. Right click it and select End Task. If it pops up a 2nd time, just end it again.

Game starts. I hope this works for you, too.
