That's the way the mod starts. You were supposed to read something that tells you to spend all those starting points. When you do that you'll continue. It's inspired by the Fallout games where you also start out by assigning points to skills before you really get into the game.
If you sat at that screen a while you might want to look through all the skills to get an idea of where to spend them, and then start over. Time passes while the screen is black so it may be late in the day already.

It could be communicated better. But I played the mod a couple of years ago and back then I just put in the points and got the game started. So I feel a bit stupid now. hahaha
But hopefully now it will come up if anyone searches for it.
