Try closing the game, plug the controller in, unplug the keyboard and try again.
You mean a Windows update?
You mean in the next Steam client update? Cuz, that's anyone's guess really. You'd have to talk with Steam support regarding that. Meanwhile, had you tried the things I suggested? It's a glitch / bug in settings due to the steam client update. That doesn't mean it's a permanent bug. But, some setting somewhere regarding your controller (most likely in your Windows Registry) is corrupted. And, these sorts of things can happen when apps / drivers get updated. Usually, the solution is to uninstall / re-install the problem app / driver. The steam client maybe the app that needs an uninstall / re-install even. It wouldn't be the first time. I myself have had to re-install Steam client in the past due to a problematic update, in order to fix random issues similar to this.
Edit: I'm NOT saying it's the Steam client needing re-installed... just that it's sometimes the case. In your case, I'd be more inclined to believe your 7d2d installation is glitched in regards to the controller. But, normally, running the launcher--tools--clean data option resolves that... along with doing the 'verify files' in games properties.
Now click the 'Play' button and choose to run the launcher. That's where you can go to the tools tab and do the cleaning--selecting all the checkboxes. Just be sure to move / backup your users save files and map files for the current save you are playing. Default location for those is in;
C:\users\ your user name \Appdata\Roaming\7d2d\Saves
and
C:\users\ your user name \Appdata\Roaming\7d2d\Generated Worlds\ a map folder using the name of the county / territory you are playing.
You'll want to move / copy those back there after doing the cleaning.
Test game again.
