Report a translation problem
Always been a thing as far as I can remember.
Always had my lights/torches etc light up everything though,never had 'black spots'
Enabling Sun Rays does absolutely nothing . Changing all other settings does nothing either. The presence or absence of coal does not matter . All light sources are affected, not just the helmet light so it must be a lighting effect or underground texture that was added is bugged (perhaps on purpose) and is unaffected by the light sources EXCEPT the position of the sun above. Turning off shadows does nothing as the position of the sun makes shadows underground, even at night.

It does it with iron as well. A helmet light has always lit up an area underground completely so you can see what the hell is in front of ya. Are you saying this is the "new" lighting affects underground as intended? This is too dark to mine and not what happens when you put a flashlight on a wall underground lol. It's deplorable.
Comparing directly with my own game and your screenshots, I see now what you're referring to. There's definitely something ♥♥♥♥♥ goin on.

I would recommend doing a full refresh of the client and see if the issue persists.

You can skip step 23 to step 31 if you feel uncomfortable with messing with the registry, as those steps may not be needed.
Make sure you back up your saves/generated worlds before following those steps.
You might also try the steps in the post above the one linked- the one for cleaning save data. Again; Make a backup first.
Your screenshots look as bad as mine lol. This is definately not due to my installation or settings. Some textures are simply blocking or not reflecting light and staying in the dark. This should be reported as a bug for sure.

Your coal/stone is so dark, with zero reflection to speak of, even with your helmet light you can't see a thing. There's also a weird line of shadow/light along the joint where wall/ground meet, where it's lit on top but shadowed on bottom, very abnormally- Mine doesn't have that. And in your screenshots it's present with and without the helmet light.
Further, You're standing within a block or two of the wall, I'm standing closer to 10 blocks away in my screenies; Which SHOULD make yours much brighter in comparsion to mine because it shines brighter on objects closer to you. Yet, In spite of that, The overall light level of mine is much higher- Or at least comparable.
