Report a translation problem
This isn't always obvious, you might have your plots against a wall with a small or thin voxel that looks like mostly open space but the game counts it as a full block.
I used to run in to that problem when planting along the inside of the fence ar Shade Tree Auto. It has letters on the outside of the fence which prevented planting. Drove me crazy trying to figure that out.
There is a 4 block space above the plot, which is strange, still won't accept seeds.
P is a farm plot
# is a wall block.
V is electric wiring, flat against the wall.

It would look like there is nothing above the plot, but the game would see it as a full block and wouldn't let you plant there.
The only other thing I can think of is plants need sunlight, so anything above might block it no matter how high it is.
Since i am farming underground, i had a small shaft dug, 1x1 block,
and this small shaft could only supply a small area with sunlight,
and once i dug 4 more shafts around the center shaft, all plots were active.
