Tier 5 POI's nearly impossible due to lag.
With T5 POI's only spawning smack in the middle of massive cities it is extremely difficult to clear these things when you are forced to play at sub-10fps. I've disabled dynamic mesh as many other have said to do but it barely changes anything. Is there anything that can be done about this or do I just have to wait for TFP to optimize the city loading?

Please take a look at the Pinned Troubleshooting thread for workarounds and fixes. If you still have an issue, then please read the Pinned thread on How to Report an Issue, and follow the instructions.

If you are on a20 experimental, be sure to wipe all data from previous versions and try a new map with a new seed you have not used previously.

The problem still exists, the game runs smoothly even in horde night at day 70+ but when I get near Tier 5 buildings for quests I get huge lag, the game runs at -10 fps...

No you see there is no problem with the game. It's totally your own PC's fault and you should put in the work deleting all your saves and trying a new map like the mod said.

I don't think it's a PC issue if so many people are having such FPS drops, I have a high end PC, did all of the optimisation/settings required but no difference.
The devs are just lazy to optimise it, there's your anwser; only way to fix it is to wait for them to get a new pair of eyes.

Most of the optimization is done in Beta.

City lag (due to the amount of windows) used in the buildings is a known issue and being worked on. DF dev created a temp fix for this issue in his mod that works, but does make buildings and things look like ♥♥♥♥ and out of place. I've gotten use to the look, but will be extremely happy when this issue is finally resolved through the game devs.

For the window issue....just turn all 'Reflections' settings to their lowest / off. That eliminates the majority of that issue. For better fps performance, be sure 'Shadows distance' is set to Medium--High at the most and only if you have great PC hardware. In fact, as it's pointed out in the thread I linked earlier--I use the 'Medium' preset for video options then scale 'reflections' off, water quality to low, shadow distance to 'Medium' and I have stable fps. I'm only using a GTX 1060 (6GB version) gpu with an i5 9600 cpu. I could bump graphics up a bit but, doesn't make any visual difference for 'ME' since I'm half blind in one eye anyway.
