Also - maxAlive for Horde night being 80 - if it's 80/wave(<property name="BloodMoonEnemyCount" value="16" /> - that's the setting for the horde) - that will most likely be too much for the server to handle, when and if you reach the gamestage where you'll see that many TOTAL zombies (which is 300 total, and then 1 every wave until daybreak - as per the gamestages.xml).
That setting is not to be confused with ( <property name="MaxSpawnedZombies" value="60"/>) which is the maxAlive at any given time on the server as a whole. This can be set as high as you want, as long as the server can handle it - mine is set at 100, only because I'm the only "Rambo" in the bunch. I usually raise it higher after a while (usually to 200 tops).
So yeah;
-Shutdown the server
-Change seed
-Verify all settings again
-Start server
-See if problem persists.
-If yes - submit a bug report and you can always find servers to play on, or host your own, or play a SurvivalMP game.
