Could be on the clients, or could be a server-side FPS issue as well.
More details on the hardware involved, and on the server settings, would be useful to help you work around it.
As for it being a known limitation of the game engine, I play on an old I7 throttled down to 2GhZ (for heat issues) and a 1070ti, and I do not get the rubberbanding you describe during a 64 zombie blood moon. So I would have to say no, it's not inherent to the engine.
