Maybe, mind posting your specs?
Have you tried disabling Steam Overlay before booting up the game? I've seen people say it helps. Worth a shot.
That being said, it sounds like some background process could be interfering with your game: try excluding 7D2D folder from your AV scan list, or check if there's any other process that could interfere with the game. There's also a new Windows update that has been pushed out recently, when it's downloading it can cause issues like the ones you describe.
Some people have reported fps drops near dawn and dusk - due to shadows of trees and whatnot being very long/large when the sun is near the horizon. I haven't seen this happen myself, but just a suggestion.
Check to make sure the update didn't reset your graphics settings?
(Again maybe you already did this, and I don't mean to seem obvious, but just brainstorming here, since updates sometimes do goofy thing like that.)
