If it was a schematic, i agree. If it was a book, you still need to read the book to complete the book series for the series completion reward.
If it was a book, you still actually need to read it so it should show as unread.
So to use your case as an example, you have learned the Military Fiber recipe from Advanced Engineering. If you then respec your skills, you won't be able to craft Military Fiber. However if you were to read the Military Fiber book, then you could respec and still be able to craft the Military Fiber, as you still know it from the book.
