Then you saw the last line of instructions on that page, right?
"If you're still having trouble with your downloads and any games that won't start, please contact Steam Support."
I had an install/update stall until I used the "clear cache" option in Steam...so that might be a good thing to try next if a restart doesn't help.
On a side note.....prior to downloading (and then installing the steam client again)......go into windows firewall and reset it to defaults. Also, be sure your time / date is synchronized with internet time. If it's off by even a few seconds, it can / will cause corruption with downloads. Next, be sure any Antivirus app you use isn't blocking any part of steam or the 7d2d files. If so, be sure to create an exception for them.
(means both if you have a additional Library, the Steam installed drive need space for the download, and then the Drive for the installation)
Yup I have enough space in both but doesn’t work
Edit: I should've added earlier that after you uninstall and deleted left behind folders + reset firewall....you should have used something like CCleaner and cleared windows registry keys for the 7d2d. Then did the new install. It maybe something in the registry keys that's causing a conflict.
