Report a translation problem
My first guess was that you didn't have the right key fro turning the mining helmet on and off, because as far as I know, short of scraping a mining helmet, nothing keeps it from working.
If you have the resources, you could try crafting another...maybe there was some sort of glitch when you created that one?
Only other thing that I can think of is that it's damaged down to ZERO.
In that case, you need to repair it (I think Mining Helmets need Forged Iron for repair).
That's similar to the situation where you run a minibike into spikes: The bike gets damaged down to ZERO, and won't work until repaired.

It's strange. Night vision goggles toggle on and off fine but the mining helmet and a lighted helmet I built (Valmod add) don't.
Mining is turning into a pain in the backside.
If you are playing single player check your logs in the install folder/Logs. If you open it with Notepad++ you can use the Search at the top tell it to find Error. That may or may not help. Sounds like it is an issue with the mod though. Modded versions of the game you really can never tell.
