The actual FPS is low, I have an in-game fps counter and it goes around 10-20 sometimes even 5 but my system specs are:
RAM 8.00 gb ( 7.47 gb useable
64-bit OS x64 based processor
AMD A9-9420 Radeon R5, 5 compute cores 2c+3g 3.00 GHz
The A9-9420 is a very weak laptop CPU that isn't designed for gaming, and you're using the integrated R5 graphics which also isn't designed for gaming. You could maybe get decent FPS on lower settings in older titles, but never 7DTD. Even higher end systems have performance issues because it's poorly optimized due to being in Alpha stage of development.
If you want to play games, you're best off either settling with older titles your laptop can handle, or building/getting someone to build a relatively affordable gaming desktop system.
but why is it running fine on Multiplayer servers?
That I have no clue because it doesn't make sense.

It could just be how SP works. If it still uses internet to any degree, then it's using you as a host, which uses more system memory. You only have 8, and 512MB is used by your R5 graphics. That compiled with the fact that 7DTD uses 6GB on average, and the memory being used by the system results in worse performance than if you had 12GB or more in that laptop.
I can play 7DTD offline (singleplayer of course) but still lags
Well define the FPS difference between multiplayer and singleplayer, because it's just a shot in the dark. The closest thing I have to an aswer is that the game is to blame because it's in alpha; a lot of weird things happen.
Simply having voice chat and UNET enabled causes a lot of issues with multiplayer. (in-game voice chat, not things like discord)
I would just hope that the game becomes more optimized, I do keep Voice chat disabled in my settings but IDK about UNET. I have the graphics Lowest sometimes at Medium but the FPS is
10-20 ish on Singleplayer but 40-50 ish on multiplayer (servers, not LAN)
If I were you, I would stick to servers if that's the case. But I'd also get a better system because it sucks playing games on a system that can barely surpass a pentium CPU.
Yeah, but My computer does Run many other games perfectly fine.. (easy to run games)
such as garrys mod, TF2, Left 4 Dead 2, Unturned, and a few others.
None of those can be described as demanding on hardware.
A budget gaming desktop PC[pcpartpicker.com] that costs a little bit over 500$ USD would run all of those games (possibly besides Unturned as it's iffy half of the time due to poor optimization) at maximum settings @ 1080p with well over 60 FPS.
The whole point being that many laptops cost around the same but perform nowhere near as well. To get that same level of performance, you'd be basically paying almost twice as much, and that's before overclocking the Pentium. The best part about the Kaby Lake Pentium CPUs is that they're designed to be budget overclockable gaming CPUs that can handle most GPUs without bottlenecking up until the GTX 1080 and RX Vega 64 territory.

Baby steps. It took me a few months to save up for my current build which comes to around 2K USD.
