Running Windows 10, 64 bit with 8gb DDR3 Corsair xms3 DHX dual path heat exchange ram onboard, Nivida 1070 8gb Strix video card.
CPU Intel extream quad core 3.00GHz, cores are a little old now but still holds its own with most modern programs.
Please don't tell me to go buy a new computer cause it ain't gonna happen, this PC has enough power to run far more powerfull games with stability. Your game needs to be optimized so the memory doesn't leak after a couple hours playtime.
I've already gone through my rig and killed unnecessary proccessors like "Super Fetch" that may interfear with file exhange, I've got my virtual memory set at just above what windows requires at 2GB which should be fine for windows paging. If i set it to auto it draws 5gb for paging which i don't think is needed unless advised otherwise, at most paging should only effect load times and not GPU memory usage.
I can't tell if the video cards memory is being effected by the low memory issue or if its the onboard ram, is there a way to tell the difference?
Any suggestions for fixes would be appreciated, Thanks.

The game is now stopping my Steam Client after the crash to desktop, WTF is going on with that? Its forcing me to reverify Steam aswell shall i report this issue to Steam support since its affecting the stability of the game client.
In your case I would never tell you to buy a new computer... I would only say it to someone who has no hope of playing at all with a really tiny computer. :) I myself had to struggle with a configuration far from perfect.
Best thing you can do to your memory is to lower the view distance by 1. If that doesn't make your game last indefinately it should lengthen the time you can play before having to restart, making the problam bearable.
8 GB ram is a little small for everything on ultra and maxed. So if it isn't a hard drive memory issue I would assume you are running out of Ram... However the problems might be connected. If your ram is filled up, your system starts using hard drive space. It's arround 500 times slower than RAM but allows apps to continue operating without shutting down... IF you are running out of both however that will cause strange behaviours, like missing GUI elements or missing chunks of the world.
Also if you notice in your task manager that currently availible RAM is much lower (like only half) of what you actually have installed on your PC it is on rare cases cause by slight incompatibilities between your CPU and RAM types. This inconvenience is maximized to this annoying level when you enter your BIOS and overclock your CPU. Also if you have an option within your BIOS that stops the BIOS loading screan when your computer starts up turn it of. It also causes some parts of your RAM to appear as inaccessible.
Also you might want to revert to Win 8.1 if it's possible for you. It is by far a more... "Completed" a product than Win 10 and has less problems and is safer.
If you can't or don't want to change your configuration you can keep decreasing the View Distance Option within the game, along with other options that have "distance" in their names. However the highest memory impact would be View Distance, Tree Quality and LOD Distance. The rest has much less meaning. Especially if you have the "shadow paging" option turned on in your 3D settings on NVIDIA control panel.
You have described few details concerning your problem so it leaves quite a few solutions to try out but I hope something helps.
Try to update your Nvidia Drivers, if it doesn't help, then try to remove the game + manually remove all game/save directories and install again.
My PC is much worse (FX-6200, GTX 960, 16GB DDR3) and I get arround 30 FPS on Linux Mint. You should get more.

I am honestly surprised you can play it with the Intel HD graphics.
To be fair you have a good system if you only could upgrade your graphics card. Even going with like a GTX 1050 Ti or an RX470 you would see a MASSIVE improvement.
If you are willing to spend a bit and you don't know if your PSU can handle a graphics card that needs a 6 or 8 pin power connector then go with a GTX 1050 Ti that does not require one.
